Nawarat, originally named Naowarat Yoobamrung, was born on 10 June 1963.
- Education: Bachelor of Science from Nakhon Pathom Rajabhat University.
- Younger brother of Police Lieutenant Colonel Chalerm Yoobamrung, former Deputy Prime Minister and multiple-term MP representing Bang Bon and Nong Khaem districts.
- On 11 December 1988, Nawarat entered local politics, winning his first term as Nong Khaem District councilor under the Mass Party. He has been continuously elected to the Bangkok Metropolitan Council for seven terms, as follows:

Although earlier in 2026 Police Lieutenant Colonel Chalerm Yoobamrung and Wan Yoobamrung resigned from the Pheu Thai Party, Nawarat remains active as a campaign assistant for Mr. Kritchanon Aiyapanya, candidate for Bangkok MP in district 29 (covering parts of Bang Khae and Nong Khaem except Nong Khaem subdistrict) representing the Pheu Thai Party.
