Sophon Defers Inclusion of 400 Billion Baht Loan Decree Pending Constitutional Court Interpretation

Sophon has ordered a halt to the inclusion of the 400 billion baht loan decree, awaiting a ruling from the Constitutional Court to prevent potential legal problems.


On 13 May 2026, reports emerged on the progress of the opposition coalition led by Nattapong Rueangpanyawut, leader of the People's Party, who filed a petition requesting a review of the issuance of the 400 billion baht loan decree aimed at addressing the energy crisis. The petition questioned whether the decree violated Article 172 of the Constitution. Recently, Sophon Sarum, Speaker of the House of Representatives, signed and forwarded the petition to the Constitutional Court on 12 May. The Constitutional Court's office has duly registered the case administratively.

However, even though the government submitted the loan decree for inclusion in the House meeting agenda on 11 May, the Speaker has ordered that the agenda not be included. The reason given was to comply with proper procedures and constitutional order in cases where members have petitioned the court to interpret the law's validity. It is necessary to await the Constitutional Court's final ruling to prevent possible subsequent legal issues. As a result, the government's consideration of this large loan in the House will be temporarily delayed.
