
The government is accelerating a major social welfare reform using Big Data and AI to integrate the entire database system, reduce redundancies, and deliver assistance directly to the people.
On 14 May 2026, Second Lieutenant Phatdarasmi Thongsaluaykong revealed that the government is advancing a significant upgrade to the social welfare system. The Ministry of Social Development and Human Security (MSDHS) is rapidly reforming the central social welfare database by applying Big Data and Artificial Intelligence (AI) technologies to link citizen data and related agencies throughout the system. This aims to resolve duplication issues, increase accuracy in aid delivery, and enable faster access to benefits for the public.
The government prioritizes using digital technology to improve citizens' quality of life, especially vulnerable groups such as the elderly, disabled, children, and low-income individuals. Previously, each agency maintained separate databases, leading to gaps and misdirected assistance.
Currently, the MSDHS is developing the “MSDHS Care” system as a central platform for social welfare. It supports online aid applications, eligibility verification, and data linkage with relevant government agencies. AI is used to analyze data in depth to assess hardship levels and effectively prioritize assistance.
The MSDHS Big Data–AI system will enable the government to see a real-time overview of social issues at household, community, and high-risk area levels. Examples include poverty, domestic violence, elderly living alone, or children dropping out of school. This will support more accurate proactive policy-making.
The government believes that upgrading the social welfare database will be a pivotal shift in caring for Thai citizens—from “fragmented assistance” to an “intelligent social welfare” system driven by data and technology to provide precise, transparent, and more inclusive aid.
