Parliament Halts Inclusion of 400 Billion Baht Loan Emergency Decree Pending Constitutional Court Ruling

Parliament has halted the inclusion of the 400 billion baht loan emergency decree after "Teng" along with 135 MPs submitted a petition requesting the Speaker of the House to forward opinions to the Constitutional Court, indicating that consideration must wait until the court issues a ruling.


At 13:21 on 14 May 2026 GMT+7. Mr. Lertsak Phatthanachaiwut, Second Deputy Speaker of the House of Representatives, acting as the meeting chair, stated that the Emergency Decree granting the Ministry of Finance authority to borrow money to address impacts from the energy crisis and to develop the country's energy sector in 2026 ( the 400 billion baht loan emergency decree ) was proposed by the Cabinet to Parliament for approval under Section 172 of the Constitution.

However, before the Speaker allowed the inclusion of this matter on the meeting agenda, Mr. Natthapong Rueangpanyawut and 135 members—representing no less than one-fifth of the total House membership—submitted a petition requesting the Speaker to send opinions to the Constitutional Court to rule that this emergency decree does not comply with Section 172, paragraph one, of the Constitution. Therefore, the inclusion of this emergency decree must be postponed until the Constitutional Court issues its ruling, in accordance with Section 173 of the Constitution. .
