The Cabinet approved 'Thai Help Thai Plus,' combining welfare card and Half-Half Plus measures, totaling 43 million beneficiaries to ease living costs. The government covers 60%, citizens 40%, receiving 1,000 baht monthly for four months. Registration opens 25 May, with benefits starting 1 June.


On 19 May 2026, the Cabinet approved the 'Thai Help Thai Plus: Overcome the Crisis Together' program, combining welfare card entitlements and the 60/40 co-payment scheme (Half-Half Plus), covering over 43 million people to alleviate living costs amid the crisis. The program includes 13.18 million welfare cardholders and 30 million general public without welfare cards.

Eligibility conditions for welfare cardholders.

  • 13.18 million beneficiaries.
  • Financial assistance of 1,000 baht per month to reduce household expenses.
  • Entitlement granted immediately without registration.
  • Eligible to purchase consumer goods from government-subsidized stores (Thong Fah stores).
  • Benefit period from 1 June 2026 to 30 September 2026.

  • 30 million beneficiaries.
  • 60/40 entitlement with 1,000 baht per month for four months.
  • Benefits accessed only through the 'Paotang' application.
  • Registration via the Paotang app from 25 to 29 May 2026.
  • Benefit usage period is from 1 June 2026 to 30 September 2026, between 06:00 and 23:00 daily.

Eligibility criteria for registering for the 60/40 Half-Half Plus scheme.

  • Must be at least 18 years old on the registration date.
  • Must hold a Thai national ID card.
  • Must not hold a welfare card according to the Ministry of Finance database as of 18 May 2026.
  • Must not have been suspended or required to refund payments under Half-Half phases 1-5 and Half-Half Plus programs.

Details for vendors participating in the 60/40 scheme.

  • Existing vendors must accept terms between 25 May 2026 and 30 September 2026.
  • New vendors can register from 25 May 2026 to 31 July 2026.
  • Existing and new vendors link food delivery services from 10 June to 30 September 2026 (06:00-23:00), limited to food and beverage categories. Payments via food delivery platforms are accepted from 15 June to 30 September 2026.

Additionally, an AI assistant named 'Whispering Bird' will support vendors by daily checking raw material prices from the Department of Internal Trade, starting 1 June 2026.
