Director-General of the Department of Provincial Administration Responds to Phuket Provincial Clerks Claims of Unfair Treatment, Calls for Additional Inquiry Within 30 Days

The Director-General of the Department of Provincial Administration responded to the Phuket Provincial Clerk's social media post alleging unfair treatment after being reassigned to assist in government service. He emphasized that doing right and proper work is distinct from the ongoing investigation, and that the clerk was simply called in for further questioning within 30 days.


On 21 May 2026 GMT+7, Mr. Narucha Kosasivilai, Director-General of the Department of Provincial Administration, addressed the case involving Mr. Rungrueng Thimabut, the Phuket Provincial Clerk—one of five administrative officials ordered to assist in government service. Rungrueng posted on social media, “Seizing Freedom Beach and Bang Tao Beach back to the government, worth billions—Is this justice?” Narucha stated that assisting in government service and reclaiming Freedom Beach worth billions are separate matters. Doing good and right is one part; there are also violations or matters requiring further action. These must be treated separately.


When asked whether more than five state officials are involved in the investigation, Mr. Narucha said the matter is still under review. Regarding the Phuket Provincial Clerk’s dissatisfaction, he said the clerk may file a petition for fairness since the order clearly states he is called in to assist and undergo further questioning within 30 days. Currently, no wrongdoing has been found.


When asked about whether, in his capacity as a member of the Anti-Money Laundering Office committee, Mr. Narucha had used its mechanisms to examine the financial trails of state officials in Phuket and Surat Thani and whether any additional violations were found, he said a clear report is awaited and expects it soon. He added that he is closely monitoring the matter.


Regarding comments from Police General Kittirat Phanphet, the Royal Thai Police Chief, who said operations targeting nominees encroaching on public land would be conducted soon, indicating the presence of such groups, Mr. Narucha confirmed that such groups exist in several areas as is generally known.


The order assigning the Phuket Provincial Clerk to assist in government service was issued on 20 May 2024 GMT+7, along with three district chiefs and one Phuket provincial protection officer. This was to enable investigation and prevent interference with evidence, following complaints by entertainment venue operators in Patong Beach who protested against extortion and demands for bribes from state officials in the area.
