Announcement of the List of Goods Related to the National Proliferation of Weapons of Mass Destruction 2026

Supachai signed and revealed the Ministry of Commerce announcement listing goods related to the national proliferation of weapons of mass destruction B.E. 2569 (2026), covering goods related to nuclear materials.


On 21 May 2026, the Government Gazette website published the Ministry of Commerce announcement titled List of Goods Related to the National Proliferation of Weapons of Mass Destruction B.E. 2569 (2026). Signed by Minister Supachai Suthampan, Minister of Commerce, the announcement dated 30 April 2026 states that

It is appropriate to specify the list of goods related to the national proliferation of weapons of mass destruction, in line with the resolution of the Committee on Control of Goods Related to the Proliferation of Weapons of Mass Destruction, meeting no. 1/2569 on 10 November 2025, which approved the preparation of such a list to support control measures.

By authority under Section 12 (1) and (3) of the Act on Control of Goods Related to the Proliferation of Weapons of Mass Destruction B.E. 2562 (2019), the Minister of Commerce, upon recommendation of the said Committee, hereby issues the following announcement.

Goods related to the proliferation of weapons of mass destruction shall be divided into two categories as follows.

(1) Dual-use goods, listed in Schedule 1 at the end of this announcement.

(2) Goods reasonably suspected of having end-use or end-users related to the proliferation of weapons of mass destruction, listed in Schedule 2 at the end of this announcement.

This shall take effect from the day after publication in the Government Gazette onward.

Schedule 1, Dual-use goods, at the end of the Ministry of Commerce announcement on the list of goods related to the national proliferation of weapons of mass destruction B.E. 2569 (2026), includes 83 items divided into categories as follows.

Descriptions, general notes, acronyms and abbreviations, definitions.

Category 0: Nuclear-related goods (materials, facilities, and equipment).

Category 1: Special materials and related equipment.

Category 2: Materials processing.

Category 3: Electronics.

Category 4: Computers.

Category 5: Telecommunications and information security.

Category 6: Sensors and lasers.

Category 7: Navigation and avionics systems.

Category 8: Marine vehicles and equipment.

Category 9: Aerospace and propulsion.

Schedule 2 lists goods reasonably suspected of having end-use or end-users related to the proliferation of weapons of mass destruction, totaling 315 items, appended to the Ministry of Commerce announcement on the list of goods related to the national proliferation of weapons of mass destruction B.E. 2569 (2026).
