Minister Patthana signed the Ministry of Public Health's announcement regarding the use of the substance "Piperonal" in cosmetics to prevent misuse, effective retroactively from 13 September 2025.
On 21 May 2026, the Royal Gazette website publishedthe Ministry of Public Health Announcement on the Use of Piperonal in Cosmetics, B.E. 2569 (2026).Signed by Mr. Patthana Prompatsorn, Minister of Public Health, the announcement states the following:
According to the Ministry of Public Health's announcement listing category 4 narcotics (No. 3) B.E. 2568 (2025), dated 5 September 2025, effective 13 September 2025, which sets conditions for exempting Piperonal as a narcotic when used in cosmetics, Piperonal in cosmetics in order to prevent the misuse of Piperonal. It is therefore necessary to issue this Ministry of Public Health announcement.
By virtue of Sections 5 (first paragraph) and 6 (2) and (3) of the Cosmetics Act B.E. 2558 (2015), the Minister of Public Health, upon recommendation of the Cosmetics Committee at its 4/2568 meeting on 23 December 2025, hereby issues the following announcement.
Section 1 This announcement shall be effective from 13 September 2025 onwards.
Section 2 Piperonal used as an ingredient in cosmetic production must comply with the specifications listed in the appendix to this announcement.
Section 3 Piperonal used as an ingredient in cosmetic production that does not meet the conditions in Section 2 shall be prohibited as an ingredient in cosmetic manufacturing.
