
The Ministry of Public Health announced the characteristics of cosmetic products featuring “small needles or microneedles—mixed with microneedle-like crystals” that are prohibited from production, import, or sale, effective from tomorrow (22 May).
On 21 May 2026, the Royal Gazette website publishedthe Ministry of Public Health’s announcement on the characteristics of cosmetic products with small needles or microneedles prohibited from production, import, or sale, B.E. 2569 (2026).It states: Under the authority of Section 5, paragraph one, and Section 6(1) of the Cosmetic Act B.E. 2558 (2015), the Minister of Public Health, based on recommendations from the Cosmetic Committee during its 4/2568 meeting on 23 December 2025, issues the following announcement.
Section 1: This announcement shall come into force the day after its publication in the Royal Gazette.
Section 2: Cosmetics featuring small needles or microneedles (Microneedles) are prohibited from production, import, or sale, except for the following:
(1) Cosmetics in the form of dissolving microneedle patches (Dissolving Microneedle Patch) with needle lengths not exceeding 100 micrometers (≤ 100 µm) intended for facial and body skin.
(2) Cosmetics in the form of microneedle patches that are not sold within the kingdom and whose producers or importers comply with Section 35 of the Cosmetic Act B.E. 2558.

At the same time, another announcement was publishedfrom the Ministry of Public Health regarding cosmetics containing microneedle-shaped crystals that are prohibited from production, import, or sale, B.E. 2569 (2026).It states: Under the authority of Section 5, paragraph one, and Section 6(1) of the Cosmetic Act B.E. 2558, the Minister of Public Health, based on recommendations from the Cosmetic Committee during its 4/2568 meeting on 23 December 2025, issues the following announcement.

Section 2: In this announcement, “Cosmetics containing microneedle-shaped crystals” means cosmetic products containing insoluble components or substances with at least one external dimension having a crystalline needle-like structure or pointed shape capable of penetrating the body.
Section 3: Cosmetics containing microneedle-shaped crystals are prohibited from production, import, or sale, except those produced or imported solely for export. Producers or importers must comply with criteria, methods, and conditions set by the Food and Drug Administration under Section 35 of the Cosmetic Act B.E. 2558. Such cosmetics are forbidden from being sold within the kingdom.
