Chaiyachana Exposes Gang Forging Work Permits for Illegal Workers, Import Company Colludes with Fake Clinics to Issue False Medical Certificates

The Deputy Leader of the Democrat Party pointed to an illegal Cambodian labor import network, exposing a crafty import company teaming up with illegal clinics to produce fake medical certificates for work permit fraud.


On 22 May 2026 at the Democrat Party headquarters, Mr. Chaiyachana Deddecho, Deputy Leader of the Democrat Party, addressed the hot issue in the Ministry of Labor and Ministry of Public Health. After investigations revealed severe irregularities in the illegal foreign labor import operation, some companies importing Cambodian workers blatantly defied the law by deliberately not repatriating workers within the prescribed time frame and allowing them to work in Thailand without Work Permits.

The Deputy Leader of the Democrat Party added that further random checks of medical facilities registered with the Department of Employment under the Ministry of Public Health’s 2024 announcement revealed shocking data: among nearly 70 registered facilities, only about 50 held proper operating licenses under the Medical Facilities Act. More than 10 were “illegal medical facilities” without Ministry of Public Health licenses, yet astonishingly authorized to issue medical screening certificates for foreign workers to register for work.

“Facilities without licenses cannot issue health screening certificates meeting international standards set by the Ministry of Public Health. This poses a serious biosecurity risk because if these illegal workers carry contagious diseases such as Ebola or emerging infectious diseases without proper screening, who will be held accountable? It could cause massive public health damage to the nation,” Mr. Chaiyachana said firmly.

The Deputy Leader of the Democrat Party revealed intelligence information that the problematic nominee medical facility network does not act alone but is linked to a “former senior executive of the Department of Employment,” who acts as a coordinator working closely with foreign labor import companies under the Ministry of Labor. This collaboration aims to create conflicts of interest and illicitly profit from kickbacks related to illegal labor.

Mr. Chaiyachana confirmed that to prevent this matter from fading away, he is urgently gathering evidence, personnel files, and financial documents to present to Mr. Sakolthee Phatthiyakul, Chairman of the Parliamentary Public Health Commission. He will use parliamentary authority to summon representatives from the Ministry of Public Health and Ministry of Labor to explain the facts before the committee, especially concerning negligence or collusion allowing unlicensed medical facilities to issue fake medical certificates for foreign workers. Such conduct violates Section 35(4) of the Medical Facilities Act, punishable by up to one year in prison, and mandates immediate revocation of the operating licenses of the involved network with no exceptions.
