He is the son of Lieutenant Colonel Dr. Nitiphumthanat Mingrujiralai, also known as Nitiphum Nawarat, a former Member of Parliament and prominent columnist of the "Open Sky Language of the World" column in Thairath newspaper. Netiphum earned a Bachelor of Arts degree in International Relations from Hawaii Pacific University, USA, and a Master of Arts degree in European Studies from Chulalongkorn University.
Netiphum began his career as a radio DJ and worked to promote cultural and community initiatives before fully entering local politics under the Pheu Thai Party in 2022.
