24 May 2026 GMT+7 Second Lieutenant Phatdarasmi Thongsaluaykong, Deputy Spokesperson of the Prime Minister's Office, clarified concerns regarding reports that some unlicensed healthcare facilities have been secretly issuing health certificates to foreign workers, stating that the government confirms that issuing medical certificates for foreign workers complies with the law and is strictly overseen by state agencies. The Department of Employment, as the responsible agency, has clearly established criteria, procedures, and verification systems under Cabinet resolutions and relevant laws to prevent identity fraud, document forgery, and illegal employment.
The Deputy Government Spokesperson added that the Department of Employment, as the licensing authority, maintains a strict screening system requiring all foreign workers to undergo prohibited disease testing and obtain valid medical certificates only from government hospitals or certified private hospitals meeting set criteria. Furthermore, all test results are automatically linked electronically to the Department of Employment to facilitate convenience and prevent document forgery at every stage. Currently, 63 private healthcare facilities meet the criteria and are properly connected online with the Department, allowing employers and the public to verify legitimate providers at provincial employment offices or via the Foreign Workers Administration website.
Second Lieutenant Phatdarasmi emphasized that the Department of Employment has proactive measures to strictly enforce laws against offenders, establishing a complaint center for fake medical certificates on the 4th floor of the Department. This provides a channel for the public to report leads and promptly prosecute wrongdoers. She also ordered all affiliated agencies nationwide, both central and regional, to intensify inspections of medical certificates by randomly checking employers, workplaces, and foreign workers to ensure health screenings were genuinely conducted at authorized healthcare facilities.
However, the government warns employers and agents not to trust illegal groups claiming to issue medical certificates without real examinations, as the electronic system will immediately detect such fraud. If forged documents are found, strict legal action will be taken. .
