
The Cabinet acknowledged recommendations to prevent exploitation and conflicts between personal and public interests in cases where state officials use government electricity to charge their private electric vehicles.
On 26 May 2026, Ms. Ploytale Lakshamisangchan, Deputy Spokesperson of the Prime Minister's Office, revealed that the Cabinet resolved to acknowledge a report on the study and feedback from state agencies regarding recommendations to prevent exploitation and conflicts of interest when state officials use government, state enterprise, or state agency electricity to charge their private electric vehicles without permission, as proposed by the Office of the Civil Service Commission (OCSC). The Cabinet also informed the National Anti-Corruption Commission (NACC) accordingly.
The Cabinet instructed government agencies, state enterprises, and state units to strictly comply with the Treasury Department's guidelines on the use of state property for installing electric vehicle charging equipment or stations intended for government agencies or local administrative organizations that hold or use state property. This includes adherence to related regulations and practices such as ethics for state officials, internal welfare arrangements within agencies, and the use of state property for official purposes. These guidelines must be strictly enforced, and all civil servants and state officials are to be informed. Heads of the respective agencies are responsible for overseeing and ensuring that their personnel follow these regulations and procedures, especially the Treasury Department's guidelines, for the best interests of government operations.
Ms. Ploytale added that the Office of the Secretariat of the Cabinet noted the proposal recommending the Cabinet approve the use of the Treasury Department's guidelines on utilizing state property for installing electric vehicle charging stations for government agencies and local administrative organizations. These guidelines, already communicated to government agencies and state units since 7 March 2024, should be enforced strictly. Violations of these guidelines will be subject to specific legal penalties. Government agencies and state units are encouraged to adopt these practices accordingly.
