
Cabinet greenlights the Thailand-Vietnam Action Plan for 2026-2031, approving a draft comprehensive strategy based on three main pillars focused on linking economic development and sustainable security.
On 26 May 2026, Ms. Ploytale Laksamee Sangchan, Deputy Spokesperson of the Prime Minister's Office, revealed that the Cabinet approved the draft Plan of Action to implement the comprehensive strategic partnership between Thailand and Vietnam for 2026-2031, as proposed by the Ministry of Foreign Affairs. The Cabinet also authorized the Minister of Foreign Affairs or an assigned representative to sign the plan. Furthermore, if there are any non-substantive amendments that do not conflict with national interests, the Ministry of Foreign Affairs may proceed without seeking further Cabinet approval.
Ms. Ploytale added that after Thailand and Vietnam elevated their relationship to a “Comprehensive Strategic Partnership” in 2025, the foreign ministries of both countries jointly drafted this action plan to drive cooperation towards tangible results through three key pillars: (1) partnership for sustainable peace, (2) partnership for sustainable growth, and (3) partnership for a sustainable future.
The core content of the action plan sets a framework for cooperation across all dimensions, including politics, security, economy, supply chain connectivity, science, technology, and people-to-people exchanges. It emphasizes that this document reflects a shared political intention between the two governments and contains no language or context that would create binding obligations under international law. Therefore, it is not classified as a treaty under international law nor as a contractual document under Section 178 of the 2017 Constitution of the Kingdom of Thailand. The 2026-2031 action plan will serve as a vital mechanism to generate maximum sustainable benefits for the people of both countries.
