Prime Minister Confident 400-Billion-Baht Loan Decree Complies with Constitution, Ensures Funds Reach People Directly

Anutin is confident that the 400-billion-baht loan decree does not violate the constitution, having been thoroughly reviewed by legal teams, and insists the funds will reach the people directly without any loss along the way.  This part summarizes the main assurances from Anutin.


On 26 May 2026, Anutin Charnvirakul, Prime Minister and Minister of Interior, gave an interview during his mission in Paris regarding the progress on the explanation of the 400-billion-baht loan decree involving five agencies, ahead of submission to the Constitutional Court. He said Pakorn Nilprapan, Deputy Prime Minister for Legal Affairs, had sent draft explanation documents for online review two to three times to ensure completeness. He reaffirmed the government’s strong confidence and lack of concern over any legal or constitutional violations, as the decree underwent thorough legal scrutiny before issuance. He also dismissed criticism that the project was politically motivated.

“What we are most confident about is that we did not create this project as some claim, to campaign or boost popularity. This government’s popularity has been established since 8 February, when the people chose this administration to govern the country,” the Prime Minister stated.

Additionally, the Prime Minister explained that the loan is in domestic baht currency, so it does not carry foreign exchange risks. Thailand’s banking system has abundant liquidity, and the fact that financial institutions offer the government long-term loans of 9 to 10 years at very low interest rates demonstrates strong confidence that this loan will not become a non-performing loan (NPL). The government will repay this loan through taxes and economic circulation.

The Prime Minister emphasized that the purpose of this 400-billion-baht loan is to directly stimulate the economy by injecting funds immediately to the people, rather than through ministry investment projects that take 3 to 8 years to yield results. He assured that every baht will reach the people directly without any loss or leakage along the way, as this is a direct deal between the government and the people.

Anutin concluded by saying that although he would not interfere with the Constitutional Court’s consideration, he is confident that the conditions of this decree are all positive factors and appropriate actions for the government. Ultimately, the greatest beneficiaries of this initiative are all Thai people.
