
The Minister of Education has approved the formation of a “special subcommittee” to overhaul the draft of the new National Education Act, emphasizing conciseness, flexibility, and long-term enforceability.
On 29 May 2026, Mr. Prasert Chantraruangthong, Minister of Education, chaired the second meeting of the Education Council for 2026. The meeting was attended by council members and Associate Professor Dr. Prawit Erawworn, Secretary-General of the Education Council, along with other members and secretaries joining via electronic media.
The Education Council appointed a “Special Subcommittee of the Education Council to Draft the National Education Act B.E. ....” chaired by Professor Wisit Wisitsora-at. This subcommittee serves as the main mechanism to enhance education quality and develop the nation's human capital, in line with the Minister of Education’s key policies. This move follows the ministry’s policy to create a new educational architecture using the National Education Act as the foundational charter. The Office of the Education Council held a consultation with all sectors—including ministry agencies, experts, political party representatives, and civil society—on 8 May 2026. All parties agreed that the country urgently needs an education law that can move swiftly, adapt to change, and effectively address current and future educational challenges.
Most recently, at the Ministry of Education’s senior executive meeting No. 3/2026 on 27 May 2026, the assembly approved drafting a new "National Education Act B.E. ...." The main reform concepts are to make the law concise in principles, clear in conceptual framework, flexible, and enforceable over the long term. This approach aims to keep the number of articles manageable while effectively supporting the transformation of Thai education.
Legally, the Office of the Education Council invoked powers under Section 33 (5) of the National Education Act B.E. 2542 (1999) and Sections 14 and 18 of the Ministry of Education Administration Act B.E. 2546 (2003) to issue the order appointing this special subcommittee. The subcommittee will draft the new law and prepare an implementation plan to submit to the Minister of Education and the Education Council for approval before proceeding with the legislative process.
The Office of the Education Council will serve as the main agency coordinating and driving all plans to ensure the new education charter draft is completed effectively and as quickly as possible.
