Dr. Joe Appeals to Elect Both Orange Ballots, Promises to Solve Referral Card and Drain Cleaning Issues 100%

"Chaiwat" appeals to Bangkok residents to cast both orange ballots for the Governor and People's Party councilors, affirming that all 50 candidates understand their local issues well and are ready to solve problems involving referral cards for the Gold Card health scheme, 100% drain cleaning, and increasing large trees along sidewalks.

On 30 May 2026, Chaiwat Sathawornwijit, People's Party candidate number 10 for Governor, together with Panuwat Sriwongsa, known as “Nu,” People's Party candidate number 1 for Bang Khen district councilor, participated in a community engagement event at Wind and Wild restaurant in Bang Khen. They presented policies for developing Bangkok in various areas such as the economy and environment, in a warm discussion setting attended by local residents. The panel included Viroj Lakkhanadisorn, Deputy Leader of the party; Suphanat Meenachainan, Bangkok MP; Phuriwat Jaisamran, Bangkok MP; Poonsak Janjampee, party list MP; and Pramuan Sutheejaruwat, party list MP.


Chaiwat said that after listening to the problems of Bang Khen residents, he found that many long-established housing estates cannot form legal entities. This leads to deteriorating infrastructure such as damaged roads and lack of drainage pipes, causing immediate flooding when it rains. These issues have not been addressed.


If elected, the People's Party Governor will use the Bangkok Metropolitan Administration's executive powers under two existing laws: the Land Allocation Act, which facilitates the formation of legal entities for housing estates, enabling solutions to infrastructure problems in these estates; and the Bangkok Metropolitan Regulations to allocate budgets for improving shared community spaces used for at least 10 years, converting them into public community areas.


Another issue is referral cards. Some Bangkok districts lack public hospitals, so visiting primary care clinics like the Warm Clinic often results in problems with receiving referral cards. This stems from budget management issues. To solve this systemically, Bangkok should take over the management of the Gold Card health scheme from the National Health Security Office. Local public hospitals in Bangkok should become the main coordinating bodies working with primary care clinics. The payment system should be changed to ensure Warm Clinics have sufficient income to provide services without losses from issuing referral cards. This can start immediately with hospitals under the Bangkok Metropolitan Administration.


Regarding flooding, northern Bangkok frequently experiences floods. Besides the lack of 100% drain cleaning, residents report there are not even drainage pipes to clean. Therefore, it is necessary to install drainage pipes in northern Bangkok and then carry out thorough 100% drain cleaning without omissions.


Chaiwat emphasized that these problems are common in many Bangkok areas. On 28 June, if the people elect Joe Chaiwat, number 10, as Governor, he will not come alone but with a management team of experts in various fields and all 50 People's Party councilor candidates who understand their local issues well. Along with capable party members with political will, they will make Bangkok a caring city where residents can live more easily every day.


Afterwards, Chaiwat continued campaigning at Thanommit and Ozone markets in Don Mueang district with “Boat” Adisorn Ruklaksee, People's Party councilor candidate number 4 for Don Mueang. At one point, Chaiwat inspected the sidewalks, which were not designed according to Universal Design principles, making travel difficult especially for people with disabilities. He also proposed a policy. “Cool and Comfortable Travel” by increasing large trees along sidewalks to provide shade for pedestrians and help alleviate Bangkok's heat.
