The Prime Minister signed the establishment of the 'Border Security Integration Center' to tackle new types of threats after the military assessed that the border situation is likely to intensify.
On 2 June 2026, Prime Minister Anutin Charnvirakul signed Prime Minister's Office Order No. 212/2569 regarding the establishment of the Border Security Integration Center. This center aims to accelerate the implementation of security policies and enhance Thailand's border defense capabilities in a concrete manner. The order cited the necessity due to the Thai Armed Forces Command closely monitoring and assessing the situation, finding that security conditions along Thailand's borders are increasingly severe. Particularly, threats include transnational crime, drug trafficking, cybercrime (such as call center scams and online gambling), new types of threats, and conflicts along the borders, all directly affecting national security and the daily lives of the broader population. Consequently, the National Security Council resolved on 2 October 2025 to elevate and integrate efforts across sectors to counter these threats.
To address this crisis, the Prime Minister exercised authority under the 1991 Government Administration Act to issue a special operational order establishing the center with the following key structure and responsibilities: The 'Border Security Integration Center' (ศบค.ชด.) is led by the Supreme Commander, who serves as the Director of the center. The Director is responsible for driving border security policy and managing relations with neighboring countries. He holds full authority to direct, coordinate, supervise, oversee, and "command" relevant government agencies along the chain of command. The Director also has the right to appoint subcommittees, working groups, or special task forces as deemed appropriate.
Furthermore, the order explicitly mandates that all government agencies, state enterprises, and public organizations must fully cooperate to support the center's operations. This includes providing venues, assigning personnel to assist official duties, coordinating communication systems, and "reporting information, news, and intelligence" from the area without hesitation.
Regarding funding and budget management, clause 8 of the order states that operational expenses for the center will be disbursed according to government regulations. For fiscal years 2026 and 2027, the Ministry of Defense, through the Thai Armed Forces Command, is authorized to request support from the "central budget reserve for emergencies or necessities" to ensure that the center's efforts in managing border conflicts this year proceed efficiently and promptly.
