He explained that these measures aim to verify cardholders because there have been concerns that some recipients may not be truly in need. Therefore, every process must be examined with various criteria to exclude those not genuinely struggling. The State Welfare Card must be reserved for the most disadvantaged individuals, and the Ministry of Finance has already announced the detailed criteria.
