
Nikon Somklang urges the Ministry of Social Development nationwide to assist vulnerable groups in registering and confirming their rights for the 2026 State Welfare Card, using the MSO-LOGBOOK system to verify eligibility and resolve issues of omission.
On 3 June 2026, Nikon Somklang, Minister of Social Development and Human Security, announced that on 2 June 2026, the Cabinet approved the 2026 State Welfare Card registration project. Registration and rights confirmation for participation in the project will be open from 4 to 21 June 2026 through various channels. Additionally, there will be a survey of omissions based on the Basic Necessities Database (JPT) from the Community Development Department of the Ministry of Interior, or the electronic family record system (MSO-LOGBOOK) of the Ministry of Social Development and Human Security. The Ministry of Social Development, as the government agency responsible for social affairs and improving the quality of life of all target groups, especially vulnerable populations who are the focus of the 2026 State Welfare Card registration project,
Mr. Nikon stated that he has instructed provincial Social Development offices nationwide—including the Provincial Social Development and Human Security Offices and local centers, stations, homes, and settlements—to prepare at the local level to support the project's implementation. He also assigned the Ministry's Information and Communication Technology Center (ICT Center) to prepare and provide vulnerable group data in the MSO-LOGBOOK system, which is the primary database collecting household-level data on vulnerable groups nationwide, to all provincial Social Development offices. This data will be used to verify information during the local confirmation process and to assist citizens facing genuine hardships who are not yet recorded in the MSO-LOGBOOK system, enabling their data to be entered.
Mr. Nikon added that he has assigned the Ministry's Inspection Division to brief provincial Social Development offices and related provincial agencies nationwide, preparing plans to facilitate vulnerable citizens—especially the elderly and persons with disabilities—in registering and confirming their rights for the project. This includes identity verification through online systems to enable convenient, fast, and equitable access to benefits.
