
Yotchanan revealed the NPC resolution to raise the disability allowance from 800 baht to 1,000 baht per month, expand the loan ceiling to 300,000 baht, and propose allowing relatives to become disability assistants with a monthly stipend of 10,800 baht. It is expected to be presented to the Cabinet this month.

Mr. Yotchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation, announced the outcome of the National Committee for the Promotion and Development of the Quality of Life of Persons with Disabilities (NPC) meeting at Government House, saying the NPC meeting resolved to increase the disability allowance from 800 baht to 1,000 baht per month for those under 18 years old who do not receive the State Welfare Card, to ensure fairness in receiving this benefit. Additionally, the meeting approved a project to procure assistive devices for persons with disabilities using funds from the 2026 budget, allocating 141 million baht for a total of 17,000 items.
At the same time, the NPC approved amendments to the national quality of life development action plan for persons with disabilities. It also approved expanding the vocational loan limit from 120,000 baht to 300,000 baht to better address current public hardships.
This includes improving the living environment for persons with disabilities and certifying disability assistants. Previously, relatives were not included, but since most helpers are family members, the policy now allows siblings and relatives to become certified assistants after training and certification. They will receive 60 baht per hour, 6 hours a day, 30 days a month, totaling 10,800 baht monthly, to assist those who leave work to care for persons with disabilities at home.
Regarding employment of persons with disabilities in the public sector, while the private sector currently performs well, a report on disability employment will be submitted to the Cabinet for acknowledgment and to seek cooperation from government agencies to meet employment criteria.
Meanwhile, the Universal Design Act will establish a subcommittee to study and draft the law, involving experts and stakeholders in physical infrastructure, digital transformation, and learning promotion, along with networks of persons with various disabilities. This Act aims not only to benefit persons with disabilities but also to accommodate an aging society. If successful, it will facilitate elderly tourism from abroad and enable Thai persons with disabilities to live equally and pursue various occupations, increasing opportunities and marking a significant advancement for Thailand.

When asked about the timing for submitting the disability allowance adjustment and disability assistant support funding to the Cabinet, Mr. Kantapong Rangsisawang, Permanent Secretary of the Ministry of Social Development and Human Security, said it is expected to be presented to the Cabinet within this month. The Cabinet has previously considered this matter, but the NPC must meet again before resubmitting it to the Cabinet, likely by June or, at the latest, early July.
Regarding the payment for disability assistants, who must complete a training course, cooperation will be integrated from educational institutions and universities nationwide with nursing programs to offer this training. All persons with disabilities receiving care must possess a disability identification card covering all seven disability types, be registered, and issued the card properly. The employment of disability assistants will end when the disability ceases, the person with disability passes away, or the assistant ceases to provide care.
