
“Rakchanok and Pakamon” submitted evidence to remove Professor Dr. Saran from his position as NBTC chairman, citing his dual roles as a practicing doctor and bank board member as clear disqualifications. They called on the government to stop neglecting the issue and to end support for the "Blue Regime," which is monopolizing hundreds of billions in benefits.,
On 5 June 2026 at the Parliament, Ms. Rakchanok Srinok and Ms. Pakamon Noon-anant, party-list MPs from the Prachachon Party, submitted a letter to the NBTC selection committee presenting evidence confirming that Professor Dr. Saran Boonbaichaiyapruk lacks the qualifications to serve as NBTC chairman.
Ms. Rakchanok revealed that the key evidence submitted was a report from the previous Senate Committee on Information Technology, Communications, and Telecommunications, obtained from a concerned citizen. The Senate Secretary-General confirmed its authenticity during the previous House Committee on National Security session. The report was never presented to the full Senate as the term ended beforehand, but the facts remain unchanged. It highlights two major cases indicating disqualification:
1. Practicing medicine and receiving private income while serving as NBTC chairman: According to a confidential letter from Mahidol University (No. อว78/00149 dated 17 May 2024), Dr. Saran was an “university employee” and treated patients at Ramathibodi Hospital until 12 April 2022—just one day before his royal appointment—and also held the status of an “hourly paid physician.”
More seriously, individual income tax return forms (Por Ngor Dor 90) for tax year 2022 from the Revenue Department clearly show Dr. Saran continued to earn professional income (medical practice) from Ramathibodi Faculty of Medicine through the end of 2022, after his appointment as NBTC chairman. Furthermore, tax records for 2022 and 2023 indicate he received payments from Merck Ltd., a pharmaceutical and chemical supplier, as independent professional income while holding the position.
2. Being elected as an independent director of Bangkok Bank without legally resigning: On 12 April 2022, the Bangkok Bank shareholders' meeting appointed Dr. Saran as an independent director, effective immediately by law, one day before his royal appointment. Although he notified the bank that he would "not assume the position" pending a legal opinion from the Council of State (which he later withdrew), legally he never submitted a resignation letter under Section 73 of the Public Limited Companies Act B.E. 2535 (1992). Thus, he remains a director of Bangkok Bank since 12 April 2022.
Based on all these facts, Rakchanok emphasized that Dr. Saran Boonbaichaiyapruk clearly lacks the qualifications and is legally prohibited from serving as NBTC chairman under the Frequency Allocation Act B.E. 2553 (2010), sections 7(b)(12), 8, and 26, together with sections 18 and 20.
“These facts have been known for years, yet no one has been able to remove the lawbreaker from office. Today, I sincerely hope the selection committee will act transparently and courageously to do what is right, protecting the nation's and people's interests, and marking a serious beginning to cleansing independent organizations like the NBTC,” Rakchanok said.
Ms. Pakamon stated that allowing a person clearly ineligible under the Frequency Allocation Act to continue leading a regulatory body controlling tens to hundreds of billions in public frequency resources is unacceptable. The government can no longer pretend to be unaware or indifferent. It must prove to the public that this is not part of the “Blue Regime” influence dominating independent agencies, willfully turning a blind eye to protect unqualified cronies who retain vast power to approve huge sums, especially from the Broadcasting, Television, and Telecommunications Research and Development Fund for Public Benefit (BTF).
“If society expects anything from the NBTC, it must start with the chairman having lawful and legitimate credentials,” she concluded.
