
Watchara submitted a letter to the Director-General of the Revenue Department urging the immediate seizure and freezing of Thaksin Shinawatra’s assets. He also demanded the auction of these assets and a travel ban preventing Thaksin from leaving the country until all taxes are properly and fully paid, fearing the loss of state debt.
On 8 June 2026, Mr. Watchara Phetthong, former Democrat Party MP, submitted a letter to the Director-General of the Revenue Department requesting the seizure, freezing, and auction of assets belonging to Mr. Thaksin Shinawatra, former Prime Minister. Watchara stated that the Revenue Department had issued a personal income tax notification (Form Phor Ngor Dor 12 dated 28 Mar 2017) to Thaksin, who appealed to the Appeals Committee and then filed a case with the Central Tax Court to revoke the assessment stated in the notification (Form Phor Ngor Dor 12) number Phor Ngor Dor 12 – 03025250-25600328-001-00005. The case was appealed up to the Supreme Court, which ultimately dismissed the plaintiff’s claim, making the case final. Since the state’s right to claim tax debt has a statute of limitations of 10 years under the Civil and Commercial Code Section 193/31, starting from when the right to enforce the claim arises under Section 193/12—within 30 days from receiving the tax assessment notice dated 31 March 2017—and given the Revenue Code Section 18 ter, there is now a risk the right to enforce this tax claim will expire. Additionally, Revenue Code Section 12 empowers the Director-General to order seizure or freezing and auction of assets of tax debtors without needing a court warrant, as confirmed by Supreme Court precedent 6451/2007.
"Therefore, I appeal to the Director-General of the Revenue Department to urgently exercise the authority to seize or freeze and auction Thaksin’s assets without delay to prevent damage to the state. Please also notify the Department of Consular Affairs to check for and cancel any valid passports held by Thaksin used for international travel, and inform the Royal Thai Police, Airports of Thailand, Don Mueang Airport, the Aeronautical Radio of Thailand, and all relevant agencies, as this situation could potentially harm Thailand. This travel ban and asset action should remain in effect until all taxes are fully paid. I request that any results of these actions be reported to me and the public within 30 days."
