Mr. Wiroj said the issue is definitely significant and can be verified digitally to confirm whether the messages were actually typed. From his observation, the Director-General’s explanations tend to focus on minor details rather than the core issue, which is whether the Director-General indeed communicated with subordinate officials and specifically typed the phrase “Help Namngern.” There is no need for interpretation: during the election period, “Help Namngern” clearly refers to assisting a political party, which is illegal.
Civil servants must remain politically neutral and not support any side to benefit one party, nor use state power to favor any party, especially during elections. Today, besides filing a complaint with the NACC, Mr. Chalermpong will also petition the EC Secretary-General to establish a committee to investigate the facts.
Mr. Chalermpong said that during the election, he sensed the influence of the “blue regime” in various orders, including from deputy provincial governors where there were suspicions of vote buying. The Director-General allegedly ordered to “help Namngern” to the Phuket provincial secretary and even to the defense district chief of Thalang district, instructing support for a Member of Parliament candidate from the Bhumjaithai Party. This case shows a systematic chain of command by the “blue regime” during elections. He is thus filing complaints about the political partiality of civil servants, neglect of duty, and violations under Section 172 of the Organic Act on the NACC, seeking prosecution and penalties against the Director-General of the Department of Provincial Administration.
Furthermore, the case clearly indicates that the recent election lacked transparency, involving systematic operations and high-level civil servants in Phuket province suspected of vote buying for local politicians, including village chiefs. Civil servants who did not comply with orders faced harassment and transfers, as clearly seen. Those who did not cooperate were framed, such as the transfer of the city district chief who lost the election, accused of bribery related to firearm licenses to justify his removal.
Mr. Chalermpong added that it is evident the city district chief was transferred out of the area due to non-compliance with the “blue regime,” indicating clear harassment. He called for justice for lower-ranking civil servants pressured by superiors to follow such orders. These problems illustrate a system that is eroding Thailand. Today, he submitted this matter to the NACC seeking fairness and investigation of high-ranking civil servants.
. At the end, Mr. Chalermpong stated that if the LINE chats from all 77 provinces were opened, it would be clear whether such orders were given and if the chat messages were genuine. Phone numbers and LINE IDs can be verified, and all information can be requested as evidence for court proceedings. He also addressed Prime Minister and Interior Minister Anutin Charnvirakul, questioning why no inquiry committee has been established regarding these LINE chats, even though the Prime Minister himself ordered civil servants to remain neutral and set aside personal feelings. .
