Pakamon Hopes Narucha Explains Help Namngern Chat to Committee to Defend Civil Servants Honor

Pakamon Hoonsanan hopes Narucha, Director-General of the Department of Provincial Administration, will clarify to the Parliamentary Committee on Political Development the issue surrounding the 'Help Namngern' chat, defending the honor and dignity of civil servants across the country against allegations of bias.


10 June 2026 GMT+7 Ms. Pakamon Hoonsanan, party-list Member of Parliament from the Prachachon Party, and chairperson of the Parliamentary Committee on Political Development, Mass Communication, and Public Participation, revealed that following the case where Mr. Rungrueng Thimabut, former Phuket Provincial Permanent Secretary, disclosed a LINE chat order from Mr. Narucha Kosachivilai, Director-General of the Department of Provincial Administration, which contained the message “Help Namngern”, during the election campaign period, and after he was unfairly transferred, he submitted a letter to the Political Development Committee requesting investigation into whether the director-general's order was related to the transfer.

Additionally, Mr. Rungrueng filed complaints with the National Anti-Corruption Commission (NACC) and the Election Commission (EC) regarding the neutrality of civil servants in performing their duties and the neglect of duty under Section 172 of the Organic Act on Anti-Corruption (Anti-Corruption Act), seeking to prosecute the director-general. This incident highlights clear issues of transparency and misuse of official power to benefit a particular political party in the last election.

The Political Development Committee has scheduled a session to ascertain the facts on this matter on 11 June 2026 at 09:30 a.m. As chairperson, I take this opportunity to invite the Director-General of the Department of Provincial Administration, Ministry of Interior, with goodwill and friendship, to join and provide information to the committee.

Ms. Pakamon added that when society harbors doubts, the best approach is to discuss the truth openly. The director-general personally providing information will demonstrate sincerity and show dignity as a leader under accusation. It will also protect civil servants nationwide, as this case affects the morale of many junior officers. His explanation will safeguard the honor and dignity of provincial administration officials throughout the country from accusations of partiality.

“His transparent explanation would lighten his burden and protect his agency. However, if the director-general chooses not to provide information, society has the right to question why he ignores the investigative process. Moreover, if he wishes to dispel accusations that he is a political appointee who advanced solely due to connections with the Blue Government era and his Buriram ties, I believe he must prove his capability rather than being identified only as a Blue faction figure.”

Finally, Ms. Pakamon expressed hope that the Political Development Committee's invitation will be accepted by the director-general to clarify and demonstrate transparency, protecting his organization and subordinates across the provinces. She firmly believes that provincial officials nationwide are watching to see how he will defend their dignity.
