
Jirayu and Chris jointly went to the National Anti-Corruption Commission (NACC) to file a complaint accusing Governor Chadchart of repeated violations of Section 157 regarding the appointment of 17 district directors and inspectors. They believe this move is a strategic setup for the second term Bangkok gubernatorial election and plan to file another complaint concerning municipal enforcement and public works graft.
At 10:00 a.m. on 11 June 2026, Mr. Jirayu Huangsap, former chairman of the Court Affairs Commission of Independent Agencies and Prosecutors' Organizations, along with Mr. Chris Potranan, list MP and leader of the Economic Party, lodged a complaint requesting investigation and prosecution of Governor Chadchart Sittipunt, deputy governors, and the selection committee of related civil servants before the National Anti-Corruption Commission (NACC). They alleged that these individuals acted with special intent to gain personal and group benefits by officials abusing or neglecting their duties improperly or corruptly, causing harm to others.
Governor Chadchart Sittipunt was elected Bangkok Governor on 22 May 2022 and has managed the city administration for over four years. He routinely exercised his authority to appoint and transfer subordinate civil servants, fully aware of the laws, procedures, and protocols for high-level appointments. On 29 September 2025, effective 1 October 2025, the Governor signed appointment and transfer orders for 17 officials and additionally appointed 2 inspectors, actions alleged to be unlawful.
On 23 March 2026, the Bangkok Civil Service Commission (CSC) issued Resolution No. 10(R)/2569, annulling the Governor's appointment orders of the 17 district directors and inspectors, declaring them illegal and ordering their cancellation. Thus, the appointments made were unlawful and constituted completed offenses. It was also found that attempts were made to issue orders temporarily assigning these 17 officials to assist the Bangkok Metropolitan Administration Secretary's Office and to retroactively allocate their budget from 1 October 2025 without any regulatory basis.
On 17 April 2026, the Governor hastily conducted a second selection committee process within just over 10 days. By 30 April 2026, he signed new appointment orders claiming the process was now legal, reinstating the same 17 officials to their previous positions.
Subsequently, on 1 June 2026, Bangkok civil servants filed another complaint to the CSC, stating that the second selection process still did not comply with the CSC's ruling and remained unlawful.
Additionally, the order to retroactively approve expense reimbursements from 1 October 2025 until the announcement of the second selection results was deliberately causing state financial damage without legal authority. Official letter No. N.R.1006/W.20 dated 20 September 2023 from the CSC stated this action was impermissible in such cases, supported by prior administrative court rulings.
Mr. Jirayu further stated he received complaints that one of the 17 district directors sexually harassed subordinates; he attached these complaints and evidence. He filed charges with the NACC against Governor Chadchart for misconduct and special intent benefiting his own interests in the upcoming gubernatorial election.
When asked why the investigation was happening now, he explained the issue arose just days before the official resigned. The 'Arkong' faction seeks to return to managing a budget of hundreds of billions. He has been monitoring Bangkok governors in all eras, including fire trucks, dummy cameras, and the Green Line electric train. It's good that someone is helping Bangkok scrutinize. The issue with Governor Chadchart emerged only last month, just days before the resignation. Delaying investigation until next year would raise suspicions of collusion. He believes the governor, trusted by Bangkok citizens, must be transparent, fair, and accountable—no double standards. Next, he plans to file complaints about massive graft involving municipal enforcement, public works, and rigged procurement with the NACC and National Anti-Corruption Commission (NACC), as evidence clearly shows money flowing to the 'Arkong' faction's back pockets.
