Cabinet Approves Draft Royal Decree for RMUT Easterns International Aviation Degree Program

The Cabinet approved RMUT Eastern to support the international aviation business management program, fulfilling the government's policy to develop Thailand as a regional aviation hub.


On 16 June 2026, Captain Phatdarasmi Thongsaluaykorn, Deputy Spokesperson of the Prime Minister’s Office, announced that the Cabinet approved the principle of a draft Royal Decree concerning degrees, abbreviations for academic fields, academic regalia, and position-specific gowns for Rajamangala University of Technology Eastern (RMUT Eastern) as proposed by the Ministry of Higher Education, Science, Research and Innovation. This aims to support the international aviation business management program designed to produce quality personnel to meet the growth of the aviation and international logistics industries.

This legal update arises because RMUT Eastern developed the international aviation business management program under a different educational model than the usual higher education standards, called the Higher Education Sandbox. This highly flexible program emphasizes partnerships with industry and provides students with practical experience to equip graduates with competencies matching the modern aviation labor market’s demands.

The core of this draft Royal Decree is an amendment adding a bachelor's degree in management to the previously established master's and doctoral levels, covering all three degree levels: Doctor of Management (D.M.), Master of Management (M.M.), and Bachelor of Management (B.M.). This supports the launch of the new Bachelor of Management in International Aviation Business, which has already been approved by the university committee and authorized under the Higher Education Sandbox model.

This legal unlocking serves as a key mechanism to enhance the nation's capacity to produce highly skilled personnel for the economy related to air transportation—such as airport expansion, airlines, air logistics businesses, and quality tourism industries—supporting the government’s strategic goal to advance Thailand as a tangible aviation hub for the ASEAN region.

Next, the Office of the Council of State will thoroughly review the draft law before submitting it for royal endorsement and official publication in the Government Gazette to come into legal effect.
