Focus is on today's (18 June) special Cabinet meeting where Phiphat presides, preparing to approve the draft 2027 budget bill totaling 3.78 trillion baht before printing the document to present to Cabinet next week, along with the 2026 budget transfer bill.

On 18 June 2026 at 13:30 at Government House, Phiphat Ratchakitprakarn, Deputy Prime Minister and Minister of Transport, chaired the Cabinet meeting on behalf of Prime Minister Anutin Charnvirakul, Minister of Interior, who is attending the special ASEAN-Russia Summit from 16 to 19 June 2026 in Kazan, Russian Federation.

The key agenda for today's Cabinet meeting includes the Budget Bureau presenting the results of consultations with stakeholders on the draft Appropriation Act for fiscal year 2027 and seeking Cabinet approval of the draft budget bill for fiscal year 2027, authorizing the Budget Bureau to print the draft bill and budget documents.

Following this, the Budget Bureau will print the draft 2027 Appropriation Act and supporting budget documents to resubmit to Cabinet on 23 June. Once Cabinet approves the draft bill and documents, they will be forwarded to the House of Representatives.

Regarding the 2027 fiscal year budget details previously approved by Cabinet on 28 April 2026, the total expenditure is set at 3.788 trillion baht, an increase of 7.4 billion baht from the 2026 budget of 3.7806 trillion baht, comprising the following:

1. Regular expenditures of 2,786,367 million baht, up by 131,724 million baht or 5% from 2026, accounting for 73.6% of the total budget, up from 70.2% in 2026.

2. Cash balance repayment expenditures of 71,038 million baht, down by 52,503 million baht or 42.5% from 2026, representing 1.9% of the total budget, down from 3.3% in 2026.

3. Investment expenditures of 789,171 million baht, decreased by 72,564 million baht or 8.4% from 2026, making up 20.8% of the total budget, down from 22.8% in 2026.

4. Debt principal repayments of 151,520 million baht, up by 320 million baht or 0.2% from 2026, accounting for 4% of the total budget, unchanged from 2026. (Debt repayments include 10,096 million baht for state enterprise investment loans.)

Meanwhile, under the 2027 budget, the government estimates net revenue of 3 trillion baht, an increase of 79.4 billion baht or 2.7% from 2026, and plans to borrow 788 billion baht to cover the deficit, a decrease of 72 billion baht or 8.4% from 2026.

Additionally, it is important to follow whether the Budget Bureau will present the 2026 budget transfer bill and proceed with gathering public feedback on the draft transfer bill during this Cabinet meeting.

The Budget Bureau will then review the consultation results and seek Cabinet's approval of the draft budget transfer bill and supporting documents on 23 June, before submitting them to the House of Representatives.
