This Is Going Too Far: Narucha Confused by Phakamons Allegations of Involvement in Local Exam Corruption, Says Hes Been Implicated in Everything

Director-General of the Department of Provincial Administration Narucha Khosasivilai expressed confusion over Phakamon's allegations of involvement in local exam corruption, declaring that this is going too far. He clarified that he only signed the invitation to find contractors but was transferred to an inspector position after a political shift. He stressed he has no history of misconduct.


24 Jun 2026 GMT+7 Mr. Narucha Khosasivilai, Director-General of the Department of Provincial Administration, gave an interview to PPTV television regarding the case in which Ms. Phakamon Noon-anun, a list MP from the People's Party, presented documents showing that while he served as Director-General of the Department of Local Administration, he signed off on organizing examinations. While he was Director-General of the Department of Local Administration, what he did was solely to create a new Terms of Reference (TOR). This involved five agencies: the Department of Local Administration, the National Anti-Corruption Commission, the Office of the Public Sector Anti-Corruption Commission, the Anti-Corruption and Misconduct Prevention Division, and the Central Committee on Local Government Officer Examinations, jointly signing an MOU to prevent corruption in local government officer exams.

, Once the MOU was signed, they began procuring the exam organizer. The selection method changed from a questionable process where anyone could be chosen to an electronic bidding (e-Bidding) system to foster competitive pricing. They regarded this method as the fairest and most appropriate. This approach was approved by the Comptroller General's Department. The new TOR also included anti-corruption measures, dividing the process into 10 centers and requiring immediate exam answer checking to close corruption loopholes.

"During my tenure as Director-General of the Department of Local Administration, I only signed the announcement of the winning bidder according to procedure, but not the actual contract. Later, with the political shift, I was reassigned as an inspector at the Ministry of Interior before the process began. Yet, allegations of my involvement in corruption arose. This is going too far, especially as I don’t even know the accusers and don’t understand their bias against me."

Mr. Narucha further explained that every step—from drafting the TOR, specifying qualifications, to the bidding process—was conducted by a selection committee. The five agencies that signed the MOU continuously monitored every stage, including exam announcements and results. It was not a solo effort. He is confident this system was the most stringent but lamented the current distortions.

"No one could lobby me. Look at my record—I am straightforward in all matters. I have no history of such nonsense. Yet now I’m implicated in everything, which is unfair."
