Dr. Warong complains about being silenced by the "parliamentary dictatorship," reveals evidence of rigged specifications in the TH-AI Passport project, warns the Digital Economy Minister to use the rice pledging case as an example, and plans to submit evidence to the National Anti-Corruption Commission on 26 June 2026.


At 11:00 a.m. on 25 June 2026 at the parliament, Dr. Warong Dechgitvigrom, list MP and leader of the Thai Pakdee Party, held a press conference to continue scrutinizing the TH-AI Passport project budget after Speaker Sophon Sarum blocked him from debating the issue in the parliamentary chamber. He said this was the first time in his experience that the elected parliament acted like a dictatorship, silencing him despite the matter involving public budget and taxes. He added that even moving to speak was blocked because the TH-AI Passport project benefits and rigs specifications in favor of a private company linked to Plan B. The key point is that the project's TOR is 33 pages with 17 sections.

He urged attention to section 4, which clearly defines the scope of work and mandates the installation of digital screens in convenience stores. This ties into section 8 regarding delivery requirements. Failure to meet section 4 means no payment, with funds divided into five installments of 20% each, roughly 324 million baht per installment. The TOR requires digital screens in business locations across Bangkok and provinces at 400 points, at least 1,500 branches of convenience stores totaling no fewer than 6,000 screens, and at least 200 screens in and outside shopping malls. Most of these screens are installed at major convenience store chains.

"Research on Plan B's website reveals evidence indicating that the TOR was designed to benefit or rig specifications in favor of Plan B. I emphasize that I am not accusing Plan B but rather the government agency that issued the TOR to favor a single company. Even though the contract includes a pay-per-use clause with monthly payments, this does not resolve the issue because the specifications are rigged. Corruption has already occurred. Although the Minister of Digital Economy and Society insists he was unaware and considers it an administrative matter, at least there is evidence that I have debated this in parliament and held a press conference, linking the issues. We have warned the government. If the government or the minister ignores this, I urge them to consider the rice pledging case as a precedent. I previously warned a female prime minister during parliamentary debate, but she denied involvement. However, the court accepted the parliamentary debate as evidence and convicted her of dereliction of duty with corruption and misconduct charges. I have now debated this issue in parliament and believe the court will listen similarly." Dr. Warong said.

Warns the Digital Economy Minister to consider the rice pledging case.

Dr. Warong continued, saying this case is similar. Since he was silenced in parliament, he had to hold a press conference to inform the media. The Digital Economy Minister cannot claim ignorance; if he proceeds, he risks charges of dereliction of duty with corruption and misconduct. Dr. Warong also called on the prime minister, who claims to want to fight corruption, to open parliamentary space for scrutiny and transparency to clean up the country. However, actions contradict statements. Therefore, on 26 June at 10:30 a.m., he will submit all evidence to the National Anti-Corruption Commission for investigation.
