Srinakharinwirot University Issues Second Statement Confirming Testing Office Followed Procedures in Delivering Answer Sheet Files to Client

Srinakharinwirot University issued its second statement confirming that the Testing Office followed procedures by, after completing the answer sheet review, creating data files of the answer sheets in .pdf or .jpg format and delivering them to the client.


On 25 Jun 2026 GMT+7, the Educational and Psychological Testing Office of Srinakharinwirot University released its second statement regarding the competitive examination process for recruiting individuals as local government officials or employees.


The statement explained additional facts about the competitive examination process for recruiting local government officials and employees for the year 2025 to ensure accurate public understanding, affirming that all steps were conducted within the scope of the contract with honesty, thoroughness, academic impartiality, and full accountability.


The Testing Office collaborated with the Department of Local Administration, Ministry of Interior, undertaking responsibilities per the contract (TOR) including preparation and printing of examination materials, development and selection of test questions, printing and preparing tests and answer sheets, transporting and storing exams, administering the tests, reviewing answer sheets, and processing and analyzing exam results. All tasks assigned were completed thoroughly. The contract stipulated that after the written exams (Parts A and B), answer sheet reviews must occur at all 10 test centers.


Representatives from various relevant parties observed the process. Once the answer sheet review was completed, data files were created and saved to flash drives, then immediately delivered to the client under strict confidentiality classified as “Top Secret.” This included score data files in .pdf and .xlsx formats and scanned answer sheet files in .pdf or .jpg formats to be handed over to the client.


The original answer sheets and completed test forms were securely stored in a monitored room with 24-hour CCTV. Access required two keys held separately by the Testing Office and the Department of Local Administration. Opening the secure room required joint authorization and occurred on four occasions:

First, to store the examination papers.

Second, to store additional examination papers for supplementary tests.

Third, to allow candidates appealing to review their answer sheets within the timeframe specified by local regulations. Candidates who scored zero did so because of incorrect or missing shading of the exam code on the answer sheet, which is verifiable from the original answer sheets already submitted to the NACC.

Subsequently, as reported in yesterday’s news (24 June 2026 GMT+7), the Testing Office cooperated by delivering the data files of the review results, original answer sheets, and all related documents to the National Anti-Corruption Commission for fact-finding in accordance with legal procedures.


The Educational and Psychological Testing Office affirms that all operations were carried out strictly within the defined scope of work. All documents and data files have been handed over to the National Anti-Corruption Commission, and the office stands ready to cooperate fully in ensuring accuracy and transparency of the process.
