Royal Decree on Linking Government Data to Take Effect from 30 Jun 2026 After Publication in the Royal Gazette

A Royal Decree has been promulgated allowing government agencies to disclose personal information under their supervision to other government agencies to link data and provide targeted assistance to the public, effective from 30 June 2026.


On 29 June 2026, the Royal Gazette website published the Royal Command. The Royal Decree on Disclosure of Personal Information Controlled by Government Agencies to Other Government Agencies, B.E. 2569 (2026). His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun issued the decree on 27 June 2026, the 11th year of his reign, stating the following.

His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun graciously commanded that it is appropriate to mandate government agencies to disclose personal information under their control to other government agencies for electronic data linkage. This facilitates the development and provision of government services and targeted welfare to the public, ensuring policies, services, and welfare are based on accurate and complete data, improving efficiency, reducing the public's burden, enhancing government transparency, and strengthening law enforcement.

Under the authority of Section 175 of the Constitution of the Kingdom of Thailand and Section 24 (9) of the Official Information Act B.E. 2540 (1997), His Majesty graciously commanded the issuance of this Royal Decree as follows.

Section 2 This Royal Decree shall come into force the day after its publication in the Royal Gazette.

Section 3: To enable data linkage for government service provision electronically, government agencies are required to disclose personal data under their control to requesting government agencies.

The requesting government agency must safeguard the disclosed personal data and must not disclose it to any external party, whether government or not.

The safeguarding of personal data must comply with criteria and conditions set by the committee, consistent with cybersecurity standards.

Section 4: The Prime Minister shall be responsible for enforcing this Royal Decree.

The reasons for promulgating this Royal Decree are stated as follows. Currently, government agencies store data separately, hindering integrated data analysis for policymaking, targeted assistance, welfare, and public services. Moreover, linking data between agencies is a crucial mechanism to increase government transparency and enhance law enforcement against crimes, including organized crime, corruption, human trafficking, online fraud, and public scams, also benefiting economic problem-solving and improving national competitiveness.

It is appropriate to allow government agencies to disclose personal information under their control to other government agencies for data linkage, analysis, and the provision of government services, welfare, and targeted assistance, improving law enforcement efficiency, strengthening the rule of law, and facilitating electronic public services. Under cybersecurity standards aligned with international norms, enacting this Royal Decree is necessary.


Meanwhile, the Royal Gazette also published the Royal Command. Royal Decree Establishing the National Innovation Agency (Public Organization) (No. 3), B.E. 2569 (2026). His Majesty King Maha Vajiralongkorn Bodindradebayavarangkun issued this decree on 27 June 2026, the 11th year of his reign, with the following content.

His Majesty graciously commanded the amendment of the Royal Decree establishing the National Innovation Agency (Public Organization), under the authority of Section 175 of the Constitution and Section 5 of the Public Organization Act B.E. 2542 (1999), as amended by the Public Organization Act (No. 2) B.E. 2559 (2016).

Section 1: This Royal Decree shall be called "Royal Decree Establishing the National Innovation Agency (Public Organization) (No. 3), B.E. 2569 (2026)."

Section 2 This Royal Decree shall come into force the day after its publication in the Royal Gazette.

Section 3: Repeal Clause (1) of Section 7 of the Royal Decree Establishing the National Innovation Agency (Public Organization) B.E. 2552 (2009) and replace it with the following.

"(1) Promote, support, and develop national innovation, including post-research and development innovation projects or the commercialization of research and inventions."

Section 4: Repeal Clause (6) of Section 8 of the Royal Decree Establishing the National Innovation Agency (Public Organization) B.E. 2552 and replace it with the following.

"(6) Hold shares, be a partner, or co-invest with individuals or legal entities in activities related to the Agency's objectives, provided the main purpose is not profit-making."

Section 5: Add the following as Clause (6/1) of Section 8 of the Royal Decree Establishing the National Innovation Agency (Public Organization) B.E. 2552.

"(6/1) Participate in venture capital trusts related to the Agency's objectives."

Section 6: Repeal Clause (9) of Section 8 of the Royal Decree Establishing the National Innovation Agency (Public Organization) B.E. 2552 and replace it with the following.

"(9) Perform any other necessary or related acts to achieve the Agency's objectives as assigned by the Cabinet or the Board."

Section 7: Repeal the second paragraph of Section 8 of the Royal Decree Establishing the National Innovation Agency (Public Organization) B.E. 2552 and replace it with the following.

"Holding shares, partnership, co-investment under Clauses (6) and (6/1), and borrowing money under Clause (7) must follow Cabinet-determined criteria."

At the end, the reason for this Royal Decree is given: It is appropriate to amend the objectives and duties of the National Innovation Agency (Public Organization) to support the commercialization of national innovation and to enhance the efficiency and effectiveness of its administration and mission, necessitating this Royal Decree.
