
The government aims to create a new generation of “global citizens,” focusing on elevating Thai children to be resilient and prepared to handle 21st-century transformations.
On 30 June 2026, Second Lieutenant Phatdarasmit Thongsaluaykorn, Deputy Spokesperson of the Prime Minister's Office, announced that the Cabinet approved the draft of the 3rd National Child and Youth Development Action Plan (2023–2027), as proposed by the National Committee for the Promotion of Child and Youth Development. The Cabinet assigned relevant agencies to implement the plan effectively and uniformly across the country.
This action plan is driven by a vision to ensure Thai children and youth enjoy a good quality of life and develop to their full potential, growing into “Thai citizens in the global community” equipped with knowledge, skills, morals, and social responsibility. They will be able to adapt to the changes of the 21st century effectively. The plan emphasizes cultivating essential future skills, primarily focusing on thinking and communication skills that involve analytical thinking, problem-solving, and creative communication.
It promotes safety in the modern world by fostering savvy and secure use of technology and digital media. Continuous self-development lays the foundation for lifelong learning. Morality guides society by instilling awareness of ethics, morals, and respect for diversity to live peacefully together. The plan also prioritizes building an ecosystem and environment conducive to children's growth in all dimensions, engaging collaboration from families, educational institutions, communities, the private sector, and civil society for close care.
At the same time, the government is ready to provide opportunities for children and youth to participate in expressing their views and contributing to social development according to their age. This is alongside upgrading data systems and monitoring and evaluation to ensure concrete policy outcomes. The government values investment in children and youth, seeing today’s children as the nation’s future strength. This action plan is a crucial framework to help all sectors collectively nurture Thai children and youth to grow with quality, resilience, lifelong learning, and confidently become Thai citizens in the global community who can handle global changes securely.
