Julapan Reveals Cabinet Approval to Advance International Labor Cooperation

Julapan revealed that the Cabinet has approved the joint Abu Dhabi Dialogue Declaration to advance international labor cooperation and enhance protections for Thai workers abroad.


On 30 June 2026, Mr. Julapan Amornwiwat, Minister of Labor, disclosed that today's Cabinet meeting approved the draft joint declaration from the 8th Abu Dhabi Dialogue (ADD) ministerial meeting, as proposed by the Ministry of Labor. This declaration will serve as a framework for labor cooperation among member countries, including both labor-sending and labor-receiving nations (United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, and Yemen). It aims to improve the management of migrant labor to be more effective, fair, and aligned with the changing global economic context.


Julapan added that the draft joint declaration resulted from the 8th Abu Dhabi Dialogue ministerial meeting held in Dubai, United Arab Emirates. Member countries convened to discuss labor policies and international labor mobility before the Abu Dhabi Dialogue Secretariat prepared and circulated the draft declaration for member countries to endorse and adopt as a future cooperation guideline.


The key points of the joint declaration focus on promoting cooperation in four main areas: addressing the impacts of climate change on labor migration; developing labor skills to support the transition to a green economy; managing foreign workers in platform economies (gig workers); and enhancing skills and productivity among member countries' workforces to adapt to global labor market changes.


"Endorsing this joint declaration will benefit Thailand by defining the direction of labor cooperation with member countries, promoting the protection of rights and welfare for Thai workers abroad, improving the efficiency of sending Thai labor to destination countries, and supporting the development of labor skills aligned with future market demands.
