
Deputy Minister Pholpeer revealed a proposal to use the 400 billion baht loan budget under the emergency decree to subsidize a 10,000 baht down payment for citizens installing rooftop solar panels, targeting 400,000 households with a total budget of 4 billion baht, open for participation until April 2027.
At 17:00 on 30 June 2026 GMT+7. Mr. Pholpeer Suwanchavee, Deputy Minister of Interior, overseeing the Metropolitan Electricity Authority (MEA) and Provincial Electricity Authority (PEA). He gave an interview at the parliament about proposing a project to use the budget from the Royal Decree granting the Ministry of Finance the authority to borrow funds to address the energy crisis impact and support the country’s energy transition in 2026, known as the 400 billion baht loan emergency decree. He said, "We will establish a one-stop service center for citizens interested in installing rooftop solar panels, which is part of Thailand’s energy transition project. Support will be provided for citizens who want to install solar panels of any size between 5 and 10 kilowatts. Specifically, the Ministry of Finance will support this energy transition with 10,000 baht, effectively a down payment subsidy. If citizens cannot afford the extra payment for rooftop solar installation, there may be a 50% interest rate reduction as part of the assistance.
Mr. Pholpeer added, this project will accept applications until April 2027, aiming for 400,000 households with a budget of around 4 billion baht. These households will participate in installing rooftop solar panels to save energy. When asked about the eligibility criteria for participants, Mr. Pholpeer stated that they will consider the electricity payment history of residences from 3 months up to 1 year. Those with good payment discipline will be approved for loans. The MEA and PEA will conduct surveys and installations. If participants want to sell electricity back to the state, approval will take about 30 days; if not, it will take 7 days. He confirmed that the down payment assistance project aims to encourage citizens to shift their energy usage and production towards the country's energy transition.
