Community Solar Program Enables Selling Excess Power, Offers 10,000 Baht Installation Down Payment Subsidy

The government has opened the way for "Community Solar" use and the sale of surplus electricity. It is preparing to consider using the emergency loan decree to subsidize a 10,000 baht down payment for installation, hoping the public will participate in the transition to clean energy.


On 2 July 2026 GMT+7, Ms. Rachada Thanadirek, spokesperson for the Office of the Prime Minister, stated that the government is advancing the Community Solar project. This allows homeowners who are ready to install rooftop solar panels to generate electricity for their own use, reducing household electricity bills, and to sell surplus electricity back into the grid. This marks an important step in the clean energy transition with direct public participation and benefits.


Recently, the National Energy Policy Committee (NEPC) resolved to purchase a total of 500 megawatts of electricity. Participants can sell electricity up to 5 kilowatts per meter at a rate of 2.20 baht per unit for 10 years, and must be able to feed electricity into the grid by 2027.


To maximize convenience for participants, the Ministry of Energy and Ministry of Interior, together with the Provincial Electricity Authority (PEA) and Metropolitan Electricity Authority (MEA), are preparing to offer a One Stop Service to streamline permit applications and installation. Official details on applications, documents, conditions, and procedures will be announced soon.


Additionally, the Ministry of Interior is preparing support measures for rooftop solar installation, proposing a subsidy of 10,000 baht per household to assist with installation or down payment costs. The target is to support 400,000 households to reduce initial expenses and increase public access to clean energy. This project will be proposed for funding from the 400 billion baht emergency loan decree aimed at driving the country’s energy transition.


The electricity authorities will be responsible for inspecting participants’ readiness in terms of electrical systems, safety, and suitability for grid connection, ensuring that community solar power generation meets standards and does not affect the stability of the power system.


Ms. Rachada said the government wants citizens to be more than just electricity consumers—they should also be producers of the country’s clean energy. Homes that are ready can use rooftop space beneficially, reduce household expenses, earn income from selling surplus electricity, and collectively reduce dependence on fossil fuels, thereby strengthening national energy security and environmental quality in the long term.


Interested individuals are advised to await announcements on application openings and project details from the MEA or PEA according to their electricity service area, so they can prepare documents and readiness before joining the program.
