Siriphong Confident 400 Billion Baht Loan Bill Will Pass, Plans EV Public Transport Transition by Mid-July

Deputy Transport Minister expects the plan to transition “public transport vehicles to EVs” to be reviewed by the screening committee by mid-July. Phase 2 aims to launch DLT support worth 2-3 billion baht to assist transportation fuel costs. Confident the Constitutional Court’s ruling on the 400 billion baht loan decree will be positive in outcome.,


On 5 July 2026, Mr. Siriphong Angkasakulkiat, Deputy Minister of Transport, revealed progress on the project supporting the transition from fossil fuel to electric energy, especially for public transport vehicles, with a budget of 24 billion baht from the 400 billion baht loan decree. He said next week there will be discussions with related agencies at the subcommittee level, including the Ministry of Transport, Ministry of Finance, and Customs Department.

The discussions will define details for seven target groups participating in the project: taxis and ride-hailing vehicles, motorcycle taxis, three-wheelers or tuk-tuks, regular buses, non-regular buses, school transport vehicles, and freight trucks — totaling 80,000 vehicles.

The plan will then be submitted to the loan spending screening committee chaired by the Permanent Secretary of the Ministry of Finance by mid-July, before being presented to the Cabinet for approval.

Mr. Siriphong emphasized that the Ministry of Transport’s energy transition project focuses on public transport vehicles rather than operators, aiming to avoid the impact of rising oil prices on the public’s cost of living.


Confident the Constitutional Court will not rule negatively on the 400 billion baht loan decree.


Asked if he was concerned about the Constitutional Court’s ruling on 9 July, the Deputy Transport Minister expressed confidence that the decision regarding the 400 billion baht loan decree will not be negative. He said the government is confident the project is an urgent necessity given the uncertain duration of the Middle East situation’s resolution. Thus, the measures are a preparedness plan for a potential future crisis.


He further disclosed that besides the above project funded by the loan decree, the Ministry of Transport is preparing measures to assist fuel costs for public and hired transport operators (DLT support) with a budget of about 2-3 billion baht to help stabilize fares and assist operators, preventing impacts on the public. This will be part of the phase 2 measures, with other measures under consideration.


However, the DLT support project will depend on oil price conditions, as current fuel and fare prices are floating. If oil prices rise, the measure may be applied, but he confirmed the government will not rush to implement this measure.
