
Warawut ordered the Department of Industrial Works to investigate the incident where floodwaters destroyed a wall and caused massive waste to collapse into a village in Bo Win Subdistrict. If the site qualifies as a factory, the Factory Act will be enforced immediately.
On 5 July 2026, Warawut Silpa-archa, Minister of Industry, revealed that after reports of heavy rain causing floodwaters and debris to crash through a village fence in Bo Win Subdistrict, Si Racha District, Chonburi Province, he instructed Pornyos Klankrong, Director-General of the Department of Industrial Works, to coordinate with Chonburi's provincial industry office to inspect the site. If evidence shows the use of machinery (such as loaders, forklifts), employment of workers meeting certain criteria, and business operations involving sorting, landfill, or recycling, the site will be considered a factory under the law.
If the site fully meets the criteria of a factory, the Department of Industrial Works and Chonburi provincial industry office will immediately enforce legal measures under the Factory Act B.E. 2535. They will prosecute for establishing and operating a factory without permission (violating Section 12), punishable by up to 2 years imprisonment, a fine up to 200,000 baht, or both (Sections 50 and 52). They can also order suspension of the violating activities, halt operations, and require safety improvements of the foam waste storage area immediately. The minister emphasized that the Department of Industrial Works should closely monitor the situation and regularly update both him and the public on progress.
