
The Ministry of Education has resolved to review and modify the "Digital Skill/Credit Portfolio" project to align with the guidelines of the Ministry of Higher Education, Science, Research and Innovation (MHESI) to prevent redundant investments in the project.
On 6 July 2026 CE, reporters reported that following the directive from Mr. Prasert Chantraruangthong, Minister of Education, dated 24 June 2026 CE, a working group was established to thoroughly review the "Digital Skill/Credit Portfolio: Empowering Educations" project from all perspectives.
Recently, the project review committee conducted an in-depth examination and presented their findings, taking into account comprehensive observations from the Parliamentary Budget Oversight Committee. Consequently, the Ministry of Education resolved to "review and modify the project" to align with the Ministry of Higher Education, Science, Research and Innovation's (MHESI) approach, while integrating data between the two agencies to enable efficient, long-term interoperability. Key points from the review include the following.
1. Evaluating the existing project to reduce the risk of overlap with the National Digital Learning Platform (NDLP). The committee received a report from the Office of the Basic Education Commission (OBEC) and proposed carefully reviewing and assessing the performance of the existing NDLP before considering investment in a new platform (Digital Skill/Credit Portfolio) to avoid duplication.
2. Committee resolution: review and modify the project to ensure efficient use of public funds. The committee and OBEC recommended "reviewing and modifying the project" with the following measures: 1. Change the project and cancel the original Terms of Reference (TOR) to ensure budget efficiency; 2. Add objectives aligned with policies to enhance education quality, such as PISA 2029 scores and AI Literacy development.
3. The approach includes integration and connectivity with the MHESI platform.
4. The detailed project modifications will be submitted to the Cabinet for approval, following legal regulations and procedures, with a target completion by September 2026 CE.
The Ministry of Education reiterates its commitment to listening to feedback and accepting scrutiny from all sectors. This decision to review and modify the project demonstrates the Ministry's highest priority on reducing duplication, cost-effective data integration, and ensuring every baht of public funds benefits learners genuinely. System integration and budget spending must be used to elevate education equity.
