
Warawut revealed that investigations are being expedited regarding foam debris and waste flooding through the wall of a village in Bo Win, Chonburi Province. The source was recently identified as a refrigerator factory in Rayong Province, and those responsible have been ordered to face legal consequences.
On 7 July 2026, Warawut Silpa-archa, Minister of Industry, provided an update on the heavy rain in Bo Win subdistrict, Si Racha district, Chonburi Province, which caused foam debris and waste to flood and break through the wall of Boonrak Ville 2 village, village number 7. This resulted in damage to the wall and harm to residents' homes. He instructed the Director-General of the Department of Industrial Works to urgently verify the facts and, if violations of the law are found, to take strict action.
The investigation by the Chonburi Provincial Industry Office found that the site was an open area used as a waste sorting yard by Fang Sang Circular Economy Management Co., Ltd., which sorts waste such as refrigerator frames and doors using about 10 laborers without machinery. Therefore, it does not qualify as a factory under the Factory Act of 1992.
However, examination of the waste carried by the water flow found 2,351 refrigerator frames and 20,002 refrigerator doors originating from Midea Intelligent Manufacturing (Thailand) Co., Ltd., a refrigerator and parts manufacturer in Rayong. This waste was removed from the factory between January and February this year.
Removing waste from the factory without permission violates the 2023 Ministry of Industry announcement on the management of waste or used materials. Therefore, the Chonburi Provincial Industry Office was ordered to coordinate with the Rayong Provincial Industry Office to inspect the originating factory and strictly prosecute those responsible under the law.
The situation at Boonrak Ville 2 village has now returned to normal after the Bo Win Subdistrict Administrative Organization, local government, and disaster relief agencies jointly expedited cleanup and removal of waste from the area.
Meanwhile, the Department of Industrial Works has sent the Eastern Pollution Warning and Research Center to collect soil and debris samples for analysis of contaminants, pH, and heavy metals, as well as to assess environmental impacts. This aims to ensure confidence and ongoing safety monitoring for local residents.
