
Supachai revealed that Bhumjaithai Party is set to submit a bill tomorrow (8 Jul 2026) to criminalize corruption in civil service exams nationwide, imposing heavy penalties including up to 15 years imprisonment, a fine of 300,000 baht, and lifetime disqualification from civil service.
On 7 July 2026 at Bhumjaithai Party, Supachai Jaisamut, a party-list MP for Bhumjaithai, spoke about the upcoming bill submission to the parliament. He said that on 8 July, Bhumjaithai will propose a draft law on offenses related to recruitment exams for government employment. The core purpose is to define offenses and penalties for corruption in government recruitment exams to ensure a transparent, fair selection process that recruits knowledgeable, competent, and honest personnel. Additionally, it aims to enhance public administration efficiency and public trust.
This draft law covers offenses related to competitive exams for appointment or recruitment as civil servants, employees, workers, or any government officials, including evaluations or assessments conducted by government agencies funded by the national budget.
Corruption offenses under this bill include fraudulent exam attendance, proxy test-taking, giving or receiving bribes, intimidation to commit offenses, unauthorized disclosure or leakage of exam questions, and subsequent publication of such leaked exam content.
The penalties under this bill include imprisonment and fines. The maximum penalty is imprisonment for up to 15 years and a fine of up to 300,000 baht, depending on the severity of the offense type, along with confiscation of assets or benefits gained from the wrongdoing.
If the offender is a civil servant or official, penalties will be increased. For those responsible for organizing exams, penalties will be doubled. Such acts are considered serious disciplinary violations. Enforcement measures will involve government agencies along with the National Anti-Corruption Commission (NACC), the Office of the Public Sector Anti-Corruption Commission (PACC), and the Anti-Money Laundering Office (AMLO) jointly conducting investigations. There will be electronic channels for whistleblowing and authority to temporarily suspend exams when there is reasonable belief of corruption.
Moreover, candidates found guilty of offenses will be permanently barred from entering or working in any government agency. Civil servants or government employees committing such offenses will face dismissal to prevent and suppress corruption.
