Cabinet Approves World Bank Loan for Koh Lanta Bridge and Songkhla Lake Crossing Projects

The Cabinet approved a World Bank loan for the Koh Lanta Bridge project in Krabi province and the Songkhla Lake crossing project between Krasae Sin District and Khao Chaison District in Phatthalung province.

On 7 Jul 2026 GMT+7, Ms. Ploytale Laksamee Sangchan, Deputy Spokesperson for the Prime Minister's Office, disclosed that the Cabinet resolved to approve and agree to the proposals submitted by the Ministry of Finance as follows.

1. Approved the Ministry of Finance to borrow on behalf of the Government of the Kingdom of Thailand from the World Bank’s International Bank for Reconstruction and Development (IBRD) a total amount of 140.76 million USD (approximately 4.55 billion THB).

2. Approved the Ministry of Finance to receive additional grant assistance from the World Bank through IBRD totaling 4 million USD (about 129.30 million THB).

3. Agreed to the draft Loan Agreement, draft Grant Agreement, and related documents for the Koh Lanta Bridge project connecting Koh Lanta Klang Subdistrict and Koh Lanta Noi Subdistrict, Koh Lanta District, Krabi Province, and the Songkhla Lake crossing project linking Krasae Sin District, Songkhla Province, with Khao Chaison District, Phatthalung Province. Also approved the use of arbitration to resolve disputes as specified in the General Conditions dated 1 July 2025 and the Standard Conditions dated 25 February 2019.

4. Approved the Finance Minister or an authorized delegate to sign the draft loan and grant agreements.

5. Assigned the Office of the Council of State to prepare a Legal Opinion on the loan agreements for the Koh Lanta Bridge and Songkhla Lake crossing projects at the earliest opportunity after the loan agreements have been signed.

6. Assigned the Department of Rural Roads, Department of Marine and Coastal Resources, Department of National Parks, Wildlife and Plant Conservation, and Department of Fisheries to strictly fulfill their responsibilities as outlined in the Project Administration Manual (PAM), draft loan agreements, draft grant agreements, World Bank regulations, and related annex documents for the Koh Lanta Bridge and Songkhla Lake crossing projects, including all relevant laws.
