Justice Ministry Explains Transfer of Pongsawat, Promotes Piyasiri as New Permanent Secretary, Affirms 4-Year Term Rotation

The Ministry of Justice clarified the transfer of “Pongsawat” to serve as advisor to the Prime Minister and the appointment of “Piyasiri” as the new Permanent Secretary, affirming the rotation of duties according to the 4-year term.


On 8 July 2026 GMT+7, the Ministry of Justice issued an official statement following news reports about the Cabinet meeting resolution on 7 July 2026 GMT+7. The Cabinet approved the Prime Minister's Secretariat Office's proposal to transfer Mrs. Pongsawat Nilayothin, Permanent Secretary of the Ministry of Justice, to the position of Advisor to the Prime Minister for the civil service (senior executive level) under the Prime Minister's Secretariat. Simultaneously, Mr. Piyasiri Wattanawarangkul, Secretary-General of the Southern Border Provinces Administrative Centre (SBPAC) (senior executive level), was appointed as the new Permanent Secretary of the Ministry of Justice, replacing her.

The Ministry of Justice explained to clarify that the transfer to the position of Advisor to the Prime Minister is an appointment at the same senior executive level, conducted under the provisions of Section 58, Paragraph 1 of the Civil Service Act B.E. 2551 (2008). This law states that when a senior executive completes a 4-year term, their superior or the responsible minister has the authority to reassign, transfer, or rotate their duties as appropriate. The change does not affect salary, position allowances, or any legal benefits.

The Ministry of Justice emphasized that the transfer and appointment of the Permanent Secretary were conducted in accordance with legal provisions, government regulations, and administrative procedures, as well as Cabinet resolutions and the authority of all relevant agencies. This ensures continuous and effective public administration for the maximum benefit of the civil service system.
