Thitiphat Reveals DSI Issues Summons to Oil Company Executives, Third Case Hearing on 13 July

“Thitiphat” revealed that the Department of Special Investigation (DSI) has issued summons to oil company executives in the third case, with charges to be acknowledged on 13 July. The government affirms its commitment to continue suppressing oil hoarding and speculation.


On 9 July 2026, Ms. Thitiphat Chotidetchainan, Secretary to the Minister of Energy, stated on Facebook that the Department of Special Investigation (DSI) is continuously expanding its investigation into fuel-related offenses. Recently, in Special Case No. 59/2026 involving P.C. Siam Petroleum Co., Ltd. in Surat Thani Province, investigations into transportation invoice violations have extended to cases of hoarding and speculation of fuel oil during March.


Ms. Thitiphat also said that the DSI has issued a summons to the managing director of the company to acknowledge charges on Monday, 13 July. This represents the third case in which suspects have entered legal proceedings following stringent measures by the Ministry of Energy to combat fuel-related violations.


Looking back since Mr. Eknath Prompan assumed the position of Minister of Energy, several significant cases have been pursued. The first case was Special Case No. 66/2026 involving Trillian Petro Trading Co., Ltd., where the DSI charged Mr. Surat and others with multiple offenses including fuel adulteration, violations related to transportation invoices, hoarding and speculation, selling fuel above the legal price, violating Prime Minister's orders under the Emergency Decree on Fuel Shortage Prevention B.E. 2516 (1973), and offenses under the Fuel Trade Act B.E. 2543 (2000). The suspects have acknowledged charges and legal proceedings are ongoing.


The second case comprises Special Cases No. 80-85/2026 involving six oil refineries, where the suspects have acknowledged charges related to transportation invoices after the DSI expanded investigations from oil depots in Surat Thani, Songkhla, and Chumphon provinces. Further investigations are currently underway.


"Currently, a special task force from the Ministry of Energy and DSI is investigating oil depots in Kanchanaburi Province and 13 other depots nationwide. Officials have noted suspicious activities of oil being taken out of the system and hoarded during March, aiming to collect evidence and take decisive legal action against offenders," she said. ."
