
The Deputy Government Spokesperson revealed that the Ministry of Social Development and Human Security has launched "PM CARE," enabling citizens to apply for various welfare benefits via smartphone, reducing paperwork and linking ThaiD with state channels for faster access to rights.
On 10 July 2026, Lieutenant Colonel Phatdarasmi Thongsaluaykorn, Deputy Spokesperson for the Prime Minister's Office, stated that the government is advancing social welfare services through digital technology. The Ministry of Social Development and Human Security (MSDHS) has introduced the "PM CARE" system to facilitate citizens in submitting welfare and social assistance requests directly via mobile phones. This system allows users to track the progress comprehensively, reducing procedures, paperwork, and the need to travel to government offices.
The Deputy Spokesperson explained that the "PM CARE" system connects data with the ThaiD application, other government apps, and the MSDHS database. This integration ensures identity verification and eligibility assessments are accurate, precise, and transparent, minimizing data duplication and inter-agency workload. It also enables faster and more efficient delivery of assistance to eligible recipients.
Initially, citizens can apply for six types of welfare assistance through the system: emergency social assistance, aid for children in poor families, family welfare, aid and rehabilitation for persons with disabilities, support for low-income and homeless individuals, and assistance for elderly people facing hardship. Those unable to use smartphones or living in remote areas can still access services via MSDHS staff and Social Development and Human Security Volunteers, who provide guidance and facilitate access locally to ensure inclusive reach.
"The government prioritizes using digital technology to enhance public services, making welfare access easier and faster for citizens. The 'PM CARE' system reduces travel burdens and paperwork, allowing people to submit applications and track results via mobile phones. Simultaneously, it provides officials with linked data, enabling swift, transparent processing and delivery of aid to those truly in need, efficiently and effectively," the Deputy Spokesperson added.
