
Governor Chatchat assigns tasks to four deputy governors: Wisanu oversees public works; Tawida manages disaster prevention and medical affairs; Sanan is responsible for education; while Pornprom takes charge of environmental matters.
On 10 July 2026 GMT+7, Governor Chatchat Sitthiphan of Bangkok advanced the administrative structure reform to accelerate policy implementation and problem-solving for citizens with unity and alignment to each agency's mission. He assigned the four deputy governors to supervise agencies according to their expertise to enhance administrative efficiency and integration. He signed Bangkok Order No. 1882/2026, authorizing the deputies to act on his behalf under Sections 55 and 81 of the Bangkok Metropolitan Administration Act B.E. 2528 (1985). This order took effect from 9 July 2026 GMT+7.
The key point of the order is to assign each of the four deputy governors to supervise agencies according to their respective areas as follows.
1. Authority is delegated to the deputy governors to order, permit, approve, or perform official duties that the governor would normally handle, in accordance with laws, regulations, or Cabinet resolutions, unless otherwise specified. The deputies have power to act on behalf of the governor as follows.
1.1 Mr. Wisanu Sapsomphol, Deputy Governor of Bangkok, has authority to order or perform official duties concerning the following agencies or departments:
1.1.1 Bangkok Metropolitan Administration Public Works Department
1.1.2 Drainage Department
1.1.3 Traffic and Transportation Department
1.1.4 Bangkok Budget Office
1.1.5 Finance Department
1.1.6 Urban Planning and Development Department, except the City Development and Restoration Office and the Geospatial Information Office
1.1.7 Krungthep Thanakom Company Limited
1.1.8 Bangkok Commerce, except the Housing Development Office
1.1.9 District Offices in matters related to public works, finance, and revenue divisions.
1.2 Ms. Tawida Kamolvej, Deputy Governor of Bangkok, has authority to order or perform official duties concerning the following agencies or departments:
1.2.1 Strategy and Evaluation Office
1.2.2 Bangkok Civil Service Commission Office
1.2.3 Disaster Prevention and Mitigation Office
1.2.4 Medical Services Office
1.2.5 Public Health Office, except the Environmental Sanitation and Food Sanitation Divisions
1.2.6 Bangkok Metropolitan Administration Secretariat Office, except the Administrative and Registration Office and the Foreign Affairs Office
1.2.7 Navamindradhiraj University
1.3 Mr. Sanan Wangsaengbun, Deputy Governor of Bangkok, has authority to order or perform official duties concerning the following agencies or departments:
1.3.1 Education Office
1.3.2 Social Development Office
1.3.3 Culture, Sports, and Tourism Office
1.3.4 Bangkok Digital Office
1.3.5 Urban Planning and Development Department, specifically the City Development and Restoration Office and the Geospatial Information Office
1.3.6 Bangkok Commerce, specifically the Housing Development Office
1.3.7 Bangkok Metropolitan Administration Secretariat Office, specifically the Administrative and Registration Office
1.3.8 District Offices in matters related to administration, registration, community development and social welfare, education, and schools under Bangkok Metropolitan Administration.
1.4 Mr. Pornprom Na.S. Wikitseth, Deputy Governor of Bangkok, has authority to order or perform official duties concerning the following agencies or departments:
1.4.1 Environment Office
1.4.2 Municipal Affairs Office
1.4.3 Public Health Office, specifically the Environmental Sanitation and Food Sanitation Divisions
1.4.4 Bangkok Metropolitan Administration Secretariat Office, specifically the Foreign Affairs Office
1.4.5 Governor's Secretariat Office
1.4.6 Bangkok Metropolitan Council Secretariat Office
1.4.7 District Offices in matters related to municipal affairs, environment and sanitation, and cleanliness and public parks divisions.
2. Should a deputy governor be unable to perform duties, the next deputy governor in order as specified in section 1 shall have authority to act on their behalf. In case the deputy governor in position 1.4 is unable to act, the deputy governor in position 1.1 shall have authority to act, except as otherwise ordered by the governor.
3. Deputies shall submit to the governor for consideration and approval in cases including, unless otherwise ordered by the governor:
3.1 Matters deemed by the deputy to be policy-related, important, or potentially causing serious damage to Bangkok, the government, public order, or public welfare.
3.2 Appointment, transfer, disciplinary actions, resignation, appeal, and complaints of regular Bangkok civil servants.
3.3 Salary advancement of civil servants.
3.4 Matters to be submitted to the Bangkok Metropolitan Council, Parliament, Ministers, Prime Minister, and Cabinet.
4. If the governor is unable to perform duties, the deputy governors shall act as the acting governor in the following order:
1st: Mr. Wisanu Sapsomphol
2nd: Ms. Tawida Kamolvej
3rd: Mr. Sanan Wangsaengbun
4th: Mr. Pornprom Na.S. Wikitseth
This order takes effect from 9 July 2026 GMT+7 to ensure continuous, agile administration and effective mission execution to address problems and improve citizens' quality of life.
