Rungsee Cites Chinese Data: Chen Zhi Confesses Hun Sen Holds 90% Stake in Scammer Base, Explains Cambodias Intent to Reclaim Hill 350 to Protect Interests and Gain Leverage Before JBC Talks

Rungsee cites Chinese information that Chen Zhi confessed Prime Minister Hun Sen holds a 90% stake in a scammer base, indicating Cambodia's intention to retake Hill 350 to protect interests and gain leverage before JBC talks.


On 12 July 2026, General Rungsee Kitiyanantap, leader of the Economic Party and advisor to the Parliamentary Military and Security Commission, accompanied by Economic Party Secretary-General Peeraphon Kanokwalai, Security Commission spokesperson, and Angsana Niamwanichkul, Deputy Secretary-General of the Economic Party and Anti-Money Laundering Commission spokesperson, visited the Thailand-Cambodia border to monitor the situation before ascending Hill 350 to pay tribute to heroes who sacrificed for the nation's sovereignty.


The group laid white roses at the memorial for Major General Samreng Khlangprakon, known as “Sergeant Reng,” and Second Lieutenant Panupat Saosa, heroes who died on Hill 350 on 16 December 2025. The memorial displays the inscription: “I will plant the national flag there. If I cannot, let the national flag cover me.”


General Rungsee stated that before Thai forces took control, no one clearly knew the purpose of the buildings in the area. After Thai forces secured and inspected the site, they found it was a large multinational scammer base with a full structure including a banking-like financial system, security posts, personnel acting as police, detention centers, and underground prisons. Inside, scripts for deceiving victims and documents resembling "slave contracts" were found, forcing labor to scam the public, setting financial targets. Failure to meet targets, escape attempts, or revealing secrets led to punishments under the controllers' conditions.


General Rungsee said the network involved people of various nationalities including Chinese, Vietnamese, Americans, Nepalese, Indians, and others, comprising controllers, collaborators, and those deceived or forced into work.


He also revealed intelligence from China obtained from the confession of “Chen Zhi” which clearly stated that Prime Minister Hun Sen holds a 90% stake or benefits in the scammer base, a key reason Cambodia wants to regain control of Hill 350 and surrounding areas.


“This issue is not just a border dispute but involves significant interests from the large scammer base. When Thailand took control, it directly impacted those interests. Cambodia thus wants to reclaim the area to protect these interests and gain an advantage before entering JBC negotiations,” General Rungsee said.


He added that local agencies have prepared personnel, field medics, and medical supplies, anticipating many casualties if the situation escalates. The conflict line could also expand beyond the original point. Thailand must be fully ready to protect its territory and sovereignty, preventing Cambodia from creating new facts on the ground to leverage in negotiations.
