
Permanent Secretary of the Interior, Assit, indicated that the Beer Factory at Ladprao is in violation due to operating a business type other than a restaurant. It qualifies as a service venue because it features music, alcohol, and dancing.
On 14 July 2026 at the Government House, Assit Sampanrat, Permanent Secretary of the Ministry of Interior, disclosed findings from the investigation of the fire at the Beer Factory at Ladprao. Although registered as a restaurant, the venue conducted activities resembling those of a service establishment. He explained that a service venue must have certain elements such as music, alcohol sales, and dancing. If a venue is not registered as a service venue but has these characteristics, it is considered an offense. Therefore, the operations of this Beer Factory qualify as a violation.
When asked whether there should be widespread inspections of restaurants operating in a similar manner, Assit said the Governor of Bangkok has already ordered tighter controls on such establishments. As local officials, the Metropolitan Police oversee service venues in Bangkok, while provincial governors handle this responsibility in other provinces.
Asked if legal amendments are needed to tighten regulations since restaurants exploit loopholes to operate such businesses, Assit responded that loopholes are a matter for business operators to address. He emphasized that if irregularities are found, the authorities will act. He also called on the public to help by reporting any illegal activities to the Ministry of Interior, so the government can enforce the law strictly against offenders.
