5. Subcommittee on provinces, provincial clusters, provincial administrative organizations, Bangkok, Pattaya City, and state enterprises.
6. Subcommittee on education, science, research, and technology transfer.
7. Subcommittee on integrated plans, parliamentary agencies, judicial agencies, independent organizations, the prosecution office, and supervised funds.
After these seven subcommittees have worked for a period, an eighth subcommittee will be established as an oversight panel to review the overall picture before submitting to the main Budget Committee for final consideration.
Mr. Krawee added that the subcommittees’ work is framed within a 30-day period to allow the seven groups to thoroughly examine the details of each agency according to their assigned missions, following the main evaluation framework called TQD, which means.
T stands for Target. This means focusing budget reviews on meeting objectives aligned with government policies, effectively helping solve public problems, and achieving key government mission goals.
Q stands for Quality. This refers to considering appropriate quantities and quality in budget use consistent with current situations and tasks. Where possible, budget items like equipment quantities, computers, or participant numbers in projects should be reduced to save funds as much as possible.
D stands for Duration. This relates to extending the service life of assets such as vehicles or IT equipment, encouraging agencies to prolong usage periods for better value.
Regarding the subcommittees’ approach, it should follow the government’s key missions, policies, and national strategic plans. If any agency proposes a budget that overlaps with another, the project can be reduced or cut on a case-by-case basis, rather than applying broad percentage cuts or lump-sum reductions for agencies to reallocate themselves. This year’s budget reductions will be precise, focusing on eliminating non-essential projects regardless of their budget size if they do not meet national priorities.
Therefore, this approach to project budget cuts will allow the public to verify whether the Budget Committee’s adjustments are straightforward or politically motivated. It will increase the efficiency and transparency of budget reviews. Moreover, the main committee will require subcommittees to report more frequently—every 15 days—to closely monitor progress. This will help identify problems and obstacles in budget reductions and allow collaboration to improve subcommittee work.
