
“Teng” proposes revising the zoning laws for entertainment venues and establishments, shifting authority from the Minister of the Interior to the Governor of Bangkok after identifying licensing loopholes following the Ladprao liquor store fire.
At 09:30 on 15 July 2026 at the Parliament, Mr. Natthapong Rueangpanyawut, party-list MP and leader of the Prachachon Party (PCC), spoke after a shadow Cabinet meeting regarding the brewery fire in Ladprao on 12 July. He expressed condolences over the incident and noted that such events are not unprecedented in Thailand. He pointed out that these incidents may stem from legal and enforcement gaps, both in the laws themselves and in the authorities responsible for enforcing them.
Mr. Natthapong added that their proposal involves possibly amending the law regarding zoning, which currently falls under the jurisdiction of the Minister of the Interior. Transferring this authority to local officials, such as the Governor of Bangkok, could enable closer and more effective oversight of zoning management.
He further explained that current legal gaps may allow some operators to avoid properly obtaining entertainment licenses, which require strict safety measures, by instead applying for restaurant licenses that permit alcohol sales but are subject to less stringent safety regulations. This loophole has contributed to repeated incidents like this. The party is prepared to follow up on legal reforms and conduct inspections of businesses and entertainment venues across various areas to ensure stricter compliance.
